Hi, when my brand new 780ti is between 30%-50% fan speed it's making a strange noise its a bit like pulsating howling is this normal or should i send it back? Also at 55% the sound goes away and is just a normal fan spinning.

Solution
I had a similar problem as yours with an EVGA GTX 780ti SC w/ACX cooler mounted inside a Corsair 'Obsidian' Series 650D mid-tower case. It turned out that the 'coil whine' was actually the window side panel vibrating slightly (sympathetic harmonics) which sounded just like it was coming from the graphics card. Slightly reducing the graphics card fan speed solved the problem but raised my temps up slightly. I found a better way was to add a double thickness of electrical tape (on one corner} between the side panel and the case chassis, which eliminated the vibration.

Ok, so I found when i take the side panel off the sound goes away. what could it be?

heres a link to my case

hmmm, try to sound proof the sidepanel, get some foam or Electrical tape and eliminate what i think is vibration in the metal sidepanel.
just one tiny spot could be naking the noise, that could be fixed by a tiny amount of tape at the right place.
