GTX 960 Having Issues with BF1

Hey guys so most people are able to run BF1 at around 60 fps on medium high settings at 1080p on a GTX 960. But i am only getting around 10-45 fps on all settings 45 on Low 20-30 on Ultra and High. DX11 and DX12 i saw no difference in frames. 🙁

I have a:
Intel Xeon E3-1225 V1 clocked at 3.1 ghz
EVGA Gtx 960 SC and 1330 mhz
8 GB Ram
and a 1080p monitor

you can see my cpu usage is at 100 percent and my gpu usage is around 80 percent ususaly its sitting between 20 percent to 80 percent. Also my GPU seems to be running quite cool awell. So is my CPU bottlenecking the 960?!?! It really shouldnt be. I clean installed the new Driver and everything and to no Avail and help would be great. Thanks for reading

You can try to overclock the cpu a little higher. Also go into the nvidia control panel and set power option to perfer maximum power

Yep I have done that haha also I don't think my CPU can be over clocked

Also do u mean the allow maximum performance or power because I don't see an allow maximum power option

performance sorry about the misunderstanding. Well bf1 is a cpu intensive game.
