GTX 960 low fps bf4

Hi, i'm gettting low fps on bf4 with low settings only mesh on ultra, 100% resolution scale,i get 60-80 fps and get the feeling the game is stuttering. Temps are cpu max 58 and gpu max 73.
My pc:
•Seagate: HDD 1TB 7200RPM 64MB SATA-III
• RAM: Crucial 8GB DDR3 1600MHz CL11 Unbuffered
• Case Zalman Z3
• CPU Intel Haswell Refresh, Core i5 4460 3.2GHz
• PSU Aerocool KCAS 500W
• MB ASRock B85M Pro3
• GPU Zotac GeForce GTX 960 4GB DDR5 128-bit [
• SSD Patriot Blaze Series 120GB SATA-III 2.5 inch
• OS Windows 8.1 64bit
 
Im not a pro really, but I can give you a tip or two that might help. Make sure that your power settings/PC Power mode is set to normal and not power saver. Also, check what your gpu memory clock is when you run the game, Cause sometimes your gpu may not even work that hard, so look at your GPU Mhz clock when in game and see where it goes. Thats All I can honestly really recommend.
Oh and one more thing, when in game, Alt tab out and Open task manager ctrl shift esc, and see if you CPU and Ram are working or not, like It will say battlefield 4 as a task, and see what precent your CPU is running the game at, if it is high, like 70 precent or higher, I have no idea, if it is low like 30 precent or so, then that may be the cause, same thing with the ram/memory.
 


Are you playing on 1080p?
 

I'm using high performance mode in power settings. GPU is at 98% and CPU 80-100%, RAM doesnt go over 6 GB.

 

I only have "Intel Turbo Core Technology".
