GTX 960 SSC 4GB not running at full speed.

I recently built my first computer and I've been enjoying it quite a bit, though I just found out after using Speccy that my GPU Clock Speed 540MHz on its 4th and final performance level and its Memory Clock was at 3505MHz. The specs of the GPU are nearly double the speeds that showed up and I was wondering what might possibly have caused this.

Use MSI Afterburner and GPUZ for proper values.

Also remember a GPU will down clock when not under load, you need to measure under load
