Gtx 9604gb but bad fps at csgo

Soo i watched alot of other benchamrking videos and their csgo goes around 150-210 fps stable but mine drops to 119-60 sometimes at best its just 201 and thats if im lucky

my specs are
i3-4170
8gb ram
gtx 960 4gb
1tb hdd
120gb ssd

Well first of all. Your GPU is not overheating. 40 degrees is totally fine.
I don't think this is the case, but there might be a slight bottleneck in your CPU. Not that it really matter since it's still a nice coop setup with the 960.
Which settings are you using in CS:GO?
If they're low, you should try setting them on high, just to if it's because the 960 doesn't get to 'stretch its legs'.
Maybe for some strange reason you've turned on Vsync? both in CS:GO or maybe the nvidia control panel.
Could you check the usage of the GPU/CPU while playing CS:GO. Just to see if the GPU is actually doing it's job as fast as possible.
 
Go into Nvidia Control Panel and change Power management to maximum performance. Also I'm eyeballing that CPU (2 cores with hyper threading at 3.7GHz). Its probably at very high usage. Use a monitoring tool like MSI after burner to monitor GPU usage and per-core CPU usage.
