GTX 970 Core Clock Issue?

So I recently bought a Windorce GTX 970 and I had a lot of problems with fps, noise and about everything else. But I recently discovered that my core clock was not going above 540MHz. Now, I could be wrong, but I was under the impression that my version should be getting higher than that.

So, I tried to overclock my GPU with the NVIDIA Control Panel Performance. And I saw that my core clock was 540MHz. I clicked custom and it would not allow me to change it, as the max was 540.

I am very confused... Am i getting the core clock mixed up with something else? Any information will help.

Download msi afterburner and try with that.
HW Monitor also tells me that the core clock is 540 mhz, but its wrong, msi afterburner will tell you the real numbers.
