GTX 970 doesn't go above 135 mhz while monitoring

I am on windows 10 and I monitor my GTX 970 just recently with MSI Afterburner. When I started it up, I didn't touch anything. It shows for the Graphics clock is 135 and will sometimes jump us to its base clock of 1165. The memory clock also is at 324 Mhz and will do the same thing at the time that the card will go up to its base clock. Is Afterburner just broken or is there something with my card and memory that I'm not knowing about?

Solution
The GPU clocks down at idle to save power, perfectly normal. The clocks will only rise when the gpu is put under load, play a game then look at the gpu core clock in the graphs it should go to your boost clock or higher.
