[SOLVED] GTX 970 fans constantly starting and stopping

I bought a used GTX 970 a couple of weeks ago. the card has been working fine. today i noticed it making weird noises. On closer inspection, i found that the fans were constantly starting and stopping. This is during very low usage. Basically watching live TV from a website. Is this normal ? Should i be worried ? I've tried adjusting settings in MSI afterburner but to no avail. Video attached :

Do the fans on the GPU ramp up and maintain thermals when you tax the system? How old is that PSU? That unit doesn't look like a good unit given how it looks like something made in the 90's. Using splitters to connect to the GPU?

The thermals are locked to 80c on this card. That being said I just fired up witcher 3 because it is really demanding and even then the fan is exhibiting the same behavior. The PSU is really old. It is a FSP SAGA II 500. I do not know what splitters are but i'm using 2x6pin connectors to power the GPU.

the fan might be faulty

try cleaning it
eventually use WD40 or similar to get the fan to spin smoother again

replace the fan
