gtx 970 getting stupidly low fps on cs go

so i just built my first pc, loaded up cs go and went in game to see that i only get 90 fps on 1920x1080 res on low settings. However when i was doing research on this card i saw someone that had a way higher res and maxed out everything with the same cpu and gpu getting way more fps then i did. Many people are reporting problems with the gtx 970 and the vram issue and i have not yet found a fix can anyone for the love of god help me 🙁. Also not only one cs go but even on payday 2. i had super low fps while my old laptop could run it with higher fps.
 


gpu:evga gtx 970 4gb oc
cpu:i5 4690k stock cooler
motherboard MSI Z97S sli krait editon
Psu:corsair 550w gold rating
8gbs or ddr3 ram
windows 8.1
 
There is many solutions to this which could include...
1. Right click on desktop, go to nvidia control panel and change from quality to performance.
2. Turn vsyn off in settings (only if fps stays the same)
3. You may need to dedicate more ram from your graphics card to the game (look this up as I don't know much about this)
4. Check all of the settings on your nvidia control panel and ingame settings to check for anything stopping the full potential such as vsync (mentioned earlier) or anything else.
If these don't work, please reply back as I will find out more information for you as you should be getting at least 200fps on low. Also see what fps difference you get on high settings and reply back the results.

i have installed geforce drivers, i would tell u the version but i dont know how to xD
 
Also as jerdle said. Install drivers and make sure they are latest. Restart your system once you have updated it. Remember to do this as you will get maximum performance. Always check for latest drivers on the GeForce application.
 
Click the check for updates button just in case and restart pc. I remembered when I didn't restart and it made no difference so I restarted and it made around a 15% fps difference in a driver update. Check for latest!
 

nothing so far 🙁 maybe something in the bios but im not really good with the bios etc.. so i wouldnt know
 


i checked for updates this is the latest one and i restarted my computer after i isntalled it like 2 or so hours ago
 
So it recognizes the card, and the card has up to date drivers.

Okay, stupid questions time:
What kind of plug are you using? VGA / DVI / HDMI / DisplayPort?
There are different slots on the back of your computer you can plug your monitor into...are you plugged into your graphics card or monitor?

in CSGO settings is there an option that says laptop power savings? if so, is it disabled?
 


im using a white cable which i beleive is vga that connects to my gpu and the blue one dvi i think connected to my mobo that both connect to my monitor

and yes its disabled im having fps issues with other games 2 🙁
 


also i dont beleive its integrated grpahics as i looked up a video to see if i had and that i could disable it and so far nothing popped up for intergrated graphics so i think its the gpu

The white is the DVI connector, the blue is the VGA connector.

Turn off computer and monitor.

Plug the cable that fits into the white connector into your graphics card. The cable that fits into the blue slot should be removed from both your monitor and motherboard. (get rid of it)

Restart.
