GTX 970 graphical issues

I just bought a new EVGA GTX 970, and have noticed a problem. There are faint horizontal lines that flicker across the screen when playing games. It is there in most games (apart from ones that are not very graphically intense). Sometimes they are very visible, mostly in dark places, and sometimes they are very hard to notice but still there.

From my attempts to fix it I am fairly certain it is not an issue with the monitor/power supply cables. The most notable thing is that I can get rid of the lines completely by intensely underclocking the card through EVGA Precision X. This makes me think it could be a problem with the card overheating but I still have no idea how to fix it. Any help? Thanks.

Thermaltake Smart SE 730w PSU
