GTX 970 graphics glitch with GTA V...suggestions needed please

Check out this video I made (took a video of my tv screen...kinda ghetto I know!) At the end of the video I show my graphics settings. Game is running smooth as silk for the most part staying at or close to 60fps but this glitch that occurs with rotational movement is an issue. Also in this video the "glitch" is happening around the middle of the screen but sometimes it is at the top or bottom, it's actually really distracting and annoying. The location changes with each launch of the game.

i5 4690k @ 4.5 ghz, coolled with corsair h100i
MSI GTX 970 ocd (modest oc, don't want to list everything)
8 GB g skills ram
MSI gaming V motherboard
EVGA gold 850w modular PSU


Does anyone have any suggestions on a settings change that could get rid of this?
 
You have recorded a typical instance of tearing...

Your card is churning out a different number (higher) fps than your monitor is showing.

Now there are other frames stored between one and the other frame, meaning you get this annoying "tear".

Turn on vsync, this will hopefully eliminate the problem. If vsync is on, see what happens if you turn it off. You want to aim for the fps closest to your Hz refresh rate. Vsync alligns those to 60 fps usually.
 
The gtx 970 only has 3.5 gb vram, if the game uses more than that it stutters / tears / lags. Nvidia have falsely advertised the card as a 4 gb vram card. They have refused to admit that they falsely advertised their card.
