GTX 970 GTA 5 lower than 60 FPS?

I have a really weird problem..
I just got a new PC this month with the specs:
Gigabyte GTX 970 G1 Gaming Edition Intel core i5-4460
Gigabyte GA-P85-D3T
Motherboard WD 1TB 7200rpm Kingston HyperX 2x4GB RAM
And I bought GTA 5 and set on ultra settings except The grass on normal,msaa x2 and all the advanced settings are off.
Im running it Min: 30 fps Avg:42-47 Max: 60 fps
All the youtube videos and all my friends run GTA 5 with GTX 970 on
Average 65-80 fps
And i have the latest drivers
Any help or advice would be appreciated..

If GPU usage is at 100%, tone down settings. Chances are the Youtubers all have overclocked higher-frequency I5 processors, too, that could benefit FPS some.

Nothing wrong with the GPU, you just need to tone down settings a bit.

That cant be true, i play gta 5 with everything on very high, x8 msaa and x16 anti-aliasing on my 970.

Im telling you that I have one friend that has the same gpu but with an intel i5 4690k meanwhile i entered game-debate.com and its saying that my cpu is doing a bottleneck for the gpu is that true?
And if it's about OC not cpu how can i overclock my Gpu?

Did you try going into your power settings and turn off pci express power management?

40 at the lowest, 55 most of the time.

Guys I found out that my gpu usage in games isn't getting more than 60% how can i fix that?
