GTX 970 not going above 49% usage

Using MSI Afterburner to monitor my gpu on xcom2. Usage will never excede 49% leaving me with 20-30 fps. Ive tried setting nvidia to prefer performance but no luck.

If you have GeForce Experience installed, uninstall it and reset the game defaults and see if this changes anything.
