GTX 970 Not up to the mark

I brought a rig a few months ago and I played games like BO3, Witcher 3, Rise of the tomb raider, Infinite Warfare etc.
Rise of the tomb raider and BO 3 gives poor performance, ROTTR when I start gives 40-50 FPS on ultra (texture high and FXAA) but then reduces to 15-30. Same in black ops 3 60 FPS and at some point goes down to 25 .GTA V runs fine with 40-50 at ultra everything maxed

I agree with Supahos.

The 8350 will be bottlenecking the GPU.

I used to have an 8350 rig and it suffered badly from frame drops and micro-stuttering.
Best guess is your CPU is overheating your mothersboard's power delivery system and is throttling the CPU to keep from melting. There are no sensors on the vrms (power delivery parts) so the only way to check this is to pull the side panel off your PC and aim a fan directly at the capicitors nearest the CPU socket and see if the drops go away.

Overall I'd suspect your cpu would be the bottlneck in all of those titles, not the 970, so I'd look at it first.
