GTX 970 or 980?

I'm currently running a GTX 745 and wanted to get either one of the GPUs in the title. The 980 is almost double the cost and I'm wondering which one is more worth the buy (Using a 1080p Display).

Go for the GTX 970 as it has the better price/performance than the GTX 980. Since you are using a 1080p display only, the GTX 970 would be sufficient to max out most, if not all, the latest games today. Frankly, the GTX 980 would be overkill for that resolution - unless you plan on gaming 1440p in the future.

Note that the GTX 970 needs a recommended 500W good-quality PSU.

a 970 will be fine for 1080p gaming, provided you have at least 8GB RAM and a decent enough CPU.

Where are you that a 980 costs twice the price of a 970? Also what is the rest of your PC especially make and model of PSU? No point getting a better GPU if the rest of the system can't keep up or power it.
