Okay so i installed two MSI GTX 970's and put the SLI cable on. Both cards show up as one and two in my Nvidia control panel. The disable SLI button is clicked. When i try to click on the Maximize 3D performance button it does nothing. Seems I'm unable to SLI my cards. Im running them on 1 4K monitor. Do i need to connect both cards to my monitor via dmi or hdmi or just one card and SLI cable?

Yes I've been in the Nvidia control panel but the enable sli will not press. But it shows both cards. But there is no green line under the cards .maybe my SLI cable is bad?

Okay then lets sumarize, you have:

1)A motherboard with 2x8 PCIe lanes for both graphics cards
2)BIOS set to default settings
3)Both cards connected via bridge and both properly powered
4)Fully installed and updated drivers

And it still doesn't work?

yes. I just updated the drivers again just in case. Because I just built my first system a few weeks ago I'm still sorta new to this. I'm using the do cable that came with monitor. Going to get a good hdmi today. Not sure if that matters

Uninstall the cards, and just run the system with one card in at a time, just to check that they both work. Then install them both but without the bridge and check that your PC is still detecting both. If all that works, reconnect the bridge and see if it's the bridge causing the problems.

Also check which bridge you are using. When I bought my most recent motherboard it included both an Nvidia SLi bridge, and an AMD CrossFire bridge. If you're using the crossfire bridge by mistake then swap it for an Nvidia bridge.

Okay so both cards were recognized both cards. It is the correct SLI . Do I have to run two hdmi cables to monitor? One from each card? The one card shows the monitor over it but second card doesn't .

Nope, just the HDMI port on the card in the main PCI-e slot.

I'm assuming you've already configured SLi under the 3D settings menu?

Also try swapping you bridge around. Some only work in one direction.

Otherwise it sounds like a faulty bridge.

Are you using the latest drivers released? If so, try going back a version or two and then seeing if SLi will be enabled.
