I can get a pretty good deal on a 1070 ti. Not sure if I should take it or not.

I'm currently running 3570k with a gtx 970 on a 1080 144hz monitor.
The current games I play I can run about 100 fps avg. Sometimes dipping into 70~80 on load. Most running low~med settings.

Will upgrading to a 1070 ti let me run at 120~144 avg with increase eye candy? I'm afraid my CPU will hold me back too much.

I will be upgrading my CPU setup by the end of next year.
Should I take the GPU upgrade now? or wait til next year. Which by then I will be looking at 2060/70 since 10 series might be gone.

For gaming, Tom's Hdwr's. CPU hierarchy chart still has the i5-3570K ranked in the top tier. That and the fact that I also have a i5-3570 (non K) running a GTX 1070 with no bottleneck, would lead me to believe that your processor should be able to handle the GTX 1070 Ti with little to no bottleneck. A lot will depend on the games themselves. I can't guarantee you'll get those frame rates but it will definitely be far better than you get now with the GTX 970. And that's not to mention the eye candy improvement the extra 4.5 GHz of fast VRAM will provide if you decide to play games at high settings instead of going for max fps and low settings.
