GTX 970 Vastly Under Preforming

I have a problem. I bought this $300 graphics card for gaming and it is vastly under-preforming. I have 30-40 frames on CSGO with all low settings, 30 on BF1 with medium settings, 40 on Witcher 3 with low settings, and Overwatch is nearly unplayable at medium settings. What on earth is the problem? I've been researching for months trying to find the problem but to no avail. People are complaining about "under performance" on CSGO with 100+ FPS and 60 on BF1 with the 970.

Specs:
Intel i7 6700K
16GB DDR4 RAM
GTX 970 4GB

What are the rest of your specs??[/quotemsg]

z170a covers about 8 different boards mate, what model is it exactly??

AS stated I think youre runing low cpu clockds.

download hwmonitor

http://www.cpuid.com/softwares/hwmonitor.html

run it with sensors only, youll get a listing showing all cores & clock speeds

download intel burntest

http://www.majorgeeks.com/files/details/intelburntest.html

start a test & watch your clocks in the hwmonitor display.

Take a grab while its running or let us know max clocks etc .

[quotemsg=18836826,0,2231779]do you have something like MSI afterburner, or asus gpu tweak?[/quotemsg]

Stats according to Afterburner while playing Witcher 3:

GPU Usage: 40-90%
GPU Temp: 65 degrees Celsius
GPU Clock: 1328 MHz
Memory Clock: 3505 MHz

[quotemsg=18836838,0,2172560]Is your monitor plugged into the proper port?
Are all of your system drivers up to date?
[/quotemsg]

Both of my monitors are plugged into my GPU and I have the latest drivers.

bad fps wouldn't be the monitor.[/quotemsg]

it can be the display. If he is using a tv as a display his display will limit his FPS.

what he sees, but not his fps.

yep, the CPU may be throttling [/quotemsg]

CPU temps are very constant at 30-32 degrees Celsius

Even when gaming? Whats the clock speed showing? It should be getting much hotter than that even with the best cooler when under load.

It might be incorrectly throttling the speed to 800mhz. Ive seen this before where its stuck in low power state.

That's what it's showing in Afterburner. In a separate program, it shows the loads on each core of the CPU to be from 70-90% when gaming but the temp never goes over 35.

CPU, not GPU mate.

Need to see what the speed of the cpu is running at, and the temp.
