gtx 980 SC to 2070 or 2080ti

so basicly should i upgrade from a gtx 980 SC to a 2070 or 2080ti, im planning on getting a new gpu but im not sure whats better without spending too much and/or whats the performance diff.

my system specs are
i7 8700k
ddr4 16 gb trident z rgb ram
z370E asus mobo
650W power supply (old/ not sure which brand)
nzxt x72 water supply

1080p 21:9 144hz i play ranked games so i really need high fps 200+ incase of dips

You could go with either, but the 2080 Ti won't get fully utilized as even the 1080 Ti doesn't get fully utilized at 1080p. It would however give you that future headroom so you wouldn't have to worry about a GPU upgrade for quite a few years.

If your power supply is old you might consider upgrading it. It would help if you could find out the exact model so we know if it was high quality or not.

true but even tho i stay with 1080p i dont wanna play at any higher resolution since im the "fps over anything" type of guy

1080p is more CPU limited and I can't see a reason to upgrade at all, but a 2080ti is complete overkill unless you are going to get a 1440p monitor.
