Gtx 980 seems slower than my gt 710?

Hello guys so I've done a upgrade from a gt 710 to a gtx 980 and its not doing well, the core i7 870 i have will bottleneck the gpu, but it shouldn't be noticeable. My gpu and cpu usage are balanced with each other and cpu temps only reaches around 60c, gpu is around 80. I have MSI afterburner so i limit the gpu temps to max so it doesn't throttle, I've tried DDU for a full clean for my gpu drivers, tried resetting windows 10, still didn't work. It can't be power issues since i just bought this corsair cx650m psu it should be doing okay, i have 8gb ddr3 1333mhz ram so it can't be a ram issue. I know there people here that knows better than me thats im here asking for help what can i do?

Stupid question, but is your monitor hooked up to the graphics card, and not the motherboard? Maybe try a CMOS reset.

Of coruse it is and I did cmos reset many times no change
