GTX 980 Ti bottleneck, and lag spikes?

Just recently upgraded from my GTX 770 to a GTX 980 Ti, and I have been getting huge fps lag spikes in every game I have played for example ill be playing bf4 and then every 30 seconds my fps will go from 90-100 to 30, and it'll stay at 30 for around 5-10 seconds. I don't know if it is because I got a bad gpu, or if it is a bottleneck creating the issue. I don't know much about computers so i'd appreciate the help!

Specs:

EVGA SC+ GTX 980 Ti

AMD FX-8350

ASRock 970 Extreme 4

Corsair Vengeance 16gb

XFX 850 Watt PSU (I don't know the exact model of it)

Windows 10

(Nothing is overclocked, all of it is @ stock)
 
Your CPU could be creating a slight bottleneck. I dont see why it would drop that low though. Assuming your playing at 1440P with that FPS in BF4 I would definitely assume it is a bottleneck. What are your Temps when this happens? No thermal throttling occurring? When you upgraded your cards did you do a clean install of new drivers?
 

Yes I did uninstall the drivers for my 770 and did a fresh install for the 980 Ti for the 364.51 drivers since the newest one didn't run very well.
 

I am currently playing at 1080p, waiting to upgrade to a 4k monitor, and ill have to check my temperatures real quick, and yes I did do a clean install of drivers to the version 364.51
 


What are cpu temps, gpu temps, cpu usage, and gpu usage when gaming in bf4? I want to see what happens when it drops to 30fps.

My gpu is at 81 C but only at 50% usage, and my CPU was at about 70-80% usage and 70 degrees C
 

Also for some reason I was only getting 50-60 fps on Ultra 1080p on a 64 player server which I found weird as well.
