GTX 980 ti: underperformance (?°?°)?? ???

Processor: i5 4690k, clocked at 3.5 GHz right now
GPU: read title
8 GB DDR3 ram

Just made my first rig. I bought the GTX 980 ti expecting it to allow me to play everything on ultra, but so far none of the games I've tested are to my expectations.

SC2: 10-15 FPS
BF4: 10-15 FPS
MINECRAFT: 20-30 FPS
DOTA 2: 30-50 FPS

With the exception of DOTA 2 (even that is a little low considering the card), everything is sub par. I installed all the right drivers after I installed Win7. I'm at a loss right now - any suggestions?

ALSO --> I've tried going into Nvidia control panel, and it doesn't seem to be the one that everyone else uses. I can't access adaptive power usage or any features like that, although I have to admit that I have my doubts that that is the real issue.

That's more than likely what it is...it's the slow mode booting switch above that, flip the switch from whatever it's set on your motherboard now and then reboot, hopefully that will fix it...your cpu should run between 3.5 Ghz and 3.9Ghz which would be 3,500Mhz ...huge difference.

EDIT: If you right click that pic and open image in new tab, then zoom it up some, you'll see it's located right next to your usb or sata ports.
I flipped the switch and I'm getting 60ish fps in SC2. The gameplay is also not choppy like it was before. I still have to test BF4, but I think my SC2 result means that BF4 should play fine.

A new issue, however, has arisen. There's all sorts of red dots and a few red streaks across my display now. Have you experienced this before yourself / do you know what I'm referring to?

 
Is it doing it alot and do you have any screenshots of it? But yeah it sounds like a gpu problem but not one that can be fixed. I would try to remove the graphics card and reseat it in the pcie slot and I would try to uninstall the drivers with ddu uninstaller and reinstall drivers. If that doesn't fix it, it probably needs an rma. When you use ddu uninstaller, choose the safe mode option as it will get all or any leftover driver bits.

The computer is doing it a light amount. The real issue, however, is more micro-stuttering. The stuttering is not nearly as egregious as before and my games are mostly playable. I don't think it's lag because I'm typically at 70-100 ping. What happens is I'll be running around doing my thang, and then all of a sudden its like my computer skips a beat. I apologize if that is not entirely clear, but I hope you understand what I am trying to say.

I will consider using DDU as a last resort as I've tried uninstalling the drivers before (although the software you recommended might be much better).

Now imagine those pesky blue dots in a game, but on a grander scale. Specifically, imagine that in a game, you enter a building, and on the right there's a brown staircase and below you is a brown floor. Although they share the same color, the staircase will almost be covered with the blue dots while the floor is mostly fine. These dots are in addition to the mini-stuttering problem I mentioned earlier.

Please advise! I feel like the issue is 95% solved >.<
 
I really think it has something to do with the card, since you never had a chance to really test it out but here's what I'd do. Use the ddu uninstaller because it's one of the better recommended programs to use when reinstalling drivers. Choose the safe mode option to clean and shutdown...remove your graphics card from the slot, blow it off and put it back in, it takes 5 min max. Download the new drivers beforehand from nvidia's driver page and then install them.

Unplug and replug your monitor cables, switch them out if you have an extra set lying around.

Out of curiousity what is the brand and series and wattage of your power supply?

And what are your GPU temps now that everything is running halfway normal?

I've never had it happen to me but most of the time it's been a dead card or an overheated card or overclocked too high but not high enough to crash it. Sometimes cable had to do with it or power but only a select few times I've seen.
 
The blue streaks/dots are gone now that I've used the installer you recommended. Thank you again for the help. I'm just getting (what I presume is) internet lag to take care of. My power supply is a 750 W Corsair unit. My GPU temps are around 75-79 C.

One thing I noticed when I took the GPU out to re-seat it was this: http://imgur.com/ . Do you think that slight bit of missing medal could be problematic in the future? I haven't had any other issues so far aside from lag..
 


Normally I would say yes but that's how your card is set up from the factory. Some peoples cards have ended up not functioning properly if those get completely scraped off, if they were supposed to be there.
