Question Gtx1060 3gb stuck at 139 mhz

I dont know what to do anymore, i reinstalled drivers couple of times , tryed old and new ones , unistalled with DDU . Switched both to window 10 and 11. Mostly my graphic card runs fine but sometimes it stays at 139 even while gaming or doing bechmark.
SPECS ARE
I7 4th gen
Zotac gtx 1060 3gb
12gb ram
It was running fine since i bought a year ago. Prev month my gpu went like this. Pls tell the solution

It also happens when i play single game like Gta5 it works fine but when i quit gta and start other game like csgo , there is a huge chance that gpu again stuck to 130mhz. Then i have to turn off pc and wait for hour. After 1 hour when i start pc gpu most like works fine
