Here is my System:
1. New Ryzen 5 1600x
2. New Gigabyte b450 Aorus PRO
3. New 16gb Kit G.skill Aegis 3000mhz
4. New-used INNO3D GEFORCE GTX1070 HERCULEZ TWIN X2 V4
5. New Corsair RM750X - tested on many systems.
Computer won't post(vga led is enabled) when GTX1070 is in Primary PCIE 3.0 X16(i've been waiting for 5 mins).
The computer pass post only if my GTX1070 is in PCIE 2.0 X4(second slot).
I even tested my sysyem with old GTX760, and it works as expected PCIE 3.0 X16(Gpu-z)
GTX1070 in z87 detected as PCIE 3.0 x8.
How to run 1070 on my B450 even in PCIE 3.0 x8?

Solution

The card should run at x16 3.0 when using the render test in GPU-Z. In either board. It might show up as x16 1.1 while at idle, tho. If it fails to run at x16 3.0 in GPU-Z's render test, there is either something wrong with the card or the motherboard. But if your GTX 760 works as it should in the motherboard, I would have to assume the board is OK.

Do you have the Nvidia drive installed? (I imagine you do, but had to ask)

It was used, but pretty well works in MSI z87 board.
