GTX760 with be quiet pure power 500W

My gtx760 stays at 30-50%. And my FPS in killing floor is at 40fps with 20 zombies showing on screen. My resolution is even 720p. Why is this happening? Is my psu to weak?. It is a 500W be quiet pure power 80+bronze.

Rest of my spec is, i3 530 2.9ghz and 4gig ram

When I play the game, I have around 50% cpu usage, 30% gpu usage and only 2gig ram is in use. And the fps goes down to 40 with 20 zombies on screen. And it's singelplayer. If I'm playing multiplayer it goes far worse. What is wrong?

But try 1) Monitor the temp by HWiNFO32/64 http://www.hwinfo.com/download.php
2) Or try reinstall the GPU driver, you need clean the old driver by Guru3D - Driver Sweeper http://www.guru3d.com/content_page/guru3d_driver_sweeper.html then reinstall the GPU driver.

My cpu is at 50c when on full load, Gpu is on 40c
Psu is the one I mentioned, I don't know if it is underpowered
I have formated my entire computer so I've done a clear re-install.

PSU spec shows like this on the back of the box at these exact positions. Is this psu good enough for gtx 760?

My graphic card says it wants 500W and 12V 30A
But my box on the PSU it says 28A under the 12V and under the 28A it says 38A
So I wonder which one is the one they mean?

Am I lacking with 2A or am I having 8A more than I need?

Your PSU has 8 Amp more, because the +12V can output 456W, and 456W/12V= 38 Amp.
Maybe the game has bugs I don't know at this point.
