GTX970 Random "No Signal" No POST?

Buddy of mine has gtx970 that is keeping the computer from even POST. Ive tried this card on my rig as well and it prevents post as well. Things ive tried... Different video ports/types, pci slots, ram configurations, with or without drivers and safe mode. Two different PCs and no post on each. Is the card just dead?

I appreciate any info.

Sounds like a bad card if it is happening on two different PC's.
