I'll put pictures in if I figure out how
So a sticker on my galax gtx 980 HoF decided to unstick and moved a little into the fan causing an annoying sound, so I removed my gpu from pc and solved that problem, also decided to can of air the heat sink and fans. But upon reinstalling gpu and booting up pc I was greeted by a black screen with a white line along the middle on my 2nd screen, some other smaller lines as well. So I shut it down and unplugged 2nd screen. Same issue on primary monitor. Got back into gpu to see if anything was wrong. looked like I may have put 4 pin fan connector in wrong socket, fixed it. Primary monitor works again so does secondary, I was relieved. Started up fallout 4 but now I'm getting 10 fps instead of my usual 60. Tried re adjusting gpu in seat. But upon booting up again, I get the first issue all over again...

Not sure how to do images here so I'll just link http://imgur.com/a/X30KM . Any tips/help would be appreciated.

Solution
There's quite a lot of dust on the heatsink, i understand you would want to spray some air to remove it. However, be careful when doing so, to do it from a certain distance (25-30 cm away), as the air comes out with quite some force and it can damage some of the exterior components of the board.

Now, if after putting the card together, the temps are terrible, that means there's no proper contact between the CPU/VRMs/RAM and the heatsink. You will need new thermal paste. With the heatsink removed, with a little bit of cotton wet with alcohol (not soaking wet, just humid), clean the existing thermal paste (the grey stuff on the GPU die). Once that's clean, put a little drop of new paste on the center of the die. What size? Well...

I put a little bit, about the size of a grain of rice. Remount the heatsink, fasten all screws. Re-seat the card and test again. Let me know how it goes... good luck! :)

Solution
I'll need to wait till Monday AUS so I can go to local electronics store because I can't find my thermal paste since I moved, but that seems like the best option, I haven't replaced thermal paste the eintire 2 years I have owned the card. I need to get more can of air aswell, will answer here my results. But first problem fixed again and frames are better now, 40-50 but temps are going as high as 90c so I'm certain thermal paste and dust removal will help, thanks for helping.
