So, I've always been an 'already built' buyer, due to being A) a kid and later on B) A really nervous and paranoid "I'm gonna break it adult.
But now I've recently found a glorious Gigabyte 1080ti OC 11GB Vram for cheap and snagged it straight up, I have a 600 watt PSU and so I was worried that maybe it wouldn't be enough, to my surprise, it was! And my god what a glorious thing a 1080ti is, even with how good the GTX1070 Armor I had was, its like a different world.
But then I got nervous again and installed a temp/power monitoring program (HWMonitor), and my CPU runs at 80-90c under load, the GPU hovering between 70-85. both sitting around 50-60 on idle. Now I'm no expert...but that ain't good.
So, having replaced a PSU and now a GPU, I'm somewhat confident I can at least replace/add fans (Even though I'm terrified of having to remove the CPU cooler and reapply thermal paste), so I ask you, the much more knowledgeable than me, what would be the best way to go about it?

So, the question is, What would be the best fan set up here? Do I leave the current cooler I have and just add 2 (3?) fans at the top, or do I get a double (triple?) fan liquid cooler and a regular fan for where the current cooler one is sitting? Or do I just get one of those big chunky mounted coolers for the CPU and slap on another bunch of fans at the top and where the current one is? Also, would it be best to upgrade my PSU? It works all fine and dandy now, but with extra fans I worry it might be too much to ask of the little guy.
My budget is...reasonable? It's not an immediate thing so if I need to get all the bits over the coming months its fine, he's survived at these temperatures for two years now, it wont kill him to wait a few more. Though I must admit, plebeian as I am, I do not care about looks. If the best, most efficient and least costly things make it look like frankenstein took a big ol dookie in there, its fine, long as it'll keep it nice and cool and wont make the PSU scream bloody murder.
