can you explain more briefly please .
do u suggest overclocking my cpu a lil bit
as it would give a bit more juice just enough to last me 2 years

It only takes 1 or more cpu core near 100% usage to limit performance and the old FX cpu's have weak cores. Gaming loads often cannot be spread evenly across all threads so 1 core near 100% while others are lower still limits performance.

Overclocking may help but your motherboard is not good for overclocking as it has weak VRM's so you may not achieve much. Also you state your low fps is 39, let's say you get a 10% overclock on your cpu you will at most see a 10% boost in performance so at best your minimum fps goes up to 42-43 in this scenario.

well boosting aa in the game settings improved fps stability to a constant 50 to 65fps so i am thinking of upgrading to 8 core fx8350 what do u think will it help and also the ram what do u think will this help my condition i am working here on a budget guys i want all the help i can get

Yea I ran into stutter with my R3 1200 even after a +600mhz overclock, but turning up AA got rid of most if not all stutter.
The only thing that is going to greatly improve performance any more is a whole new platform upgrade.
Here is about as cheap as you can go for a massive performance increase. All of the FX CPUs struggle in games today so I wouldn't spend any more money on that platform. GTA 5 is especially demanding on your CPU so the below CPU is quite powerful.

Putting more load on the gpu can reduce the FPS swings. An FX8350 really isn’t worth it, look at the benchmark I posted and the 9590 which is basically an overclocked 8350. Also your motherboard is not a good choice for a 125w cpu.

At this point any money you would invest in this system is best saved until you are ready to upgrade to a modern platform. Investing in obsolete hardware will only give minimal gains.

ok i get it guys i will have to be stuck with this setup i guess this is the end of this thread

The PC version was programmed/designed to run on a PC with PC specs in mind. They did this so they didn't release a poorly optimized port(GTA IV). This part of the reason why it came to the PC quite a bit after the console releases.

It's far from what IV was but it still isn't great.
The load times are far longer than what they should be, most graphics setting changes require the game to be restarted, the game sometimes crashes on it's own.
It also seems to hate AMD hardware for no good reason.
It still reeks of bad console port, but at least it's playable unlike its predecessor.
