h264 Encoding is completely broken across my entire computer

A while back I upgraded my computer and only recently discovered that I've got problems with encoding in x264 format and it's variants in ALL methods of video conversion. Attempting to convert ANY format to a h264-encoded format results in whatever program I'm using for conversion crashing or halting conversion after just a few seconds, be it Any Video Converter, Handbrake, or VLC Media Player's convert/save feature. However conversion is slightly possible, as if a video is converted quickly (e.g. by lowering the output's resolution) then the video can play normally however it has very heavy artefacts. While I can use Sony Vegas to simply import a video and then render it in a format that uses a h264 codec without it crashing, the end result still has heavy artefacts.
I know the problem isn't to do with my files or any kind of media player as I have I have h264-encoded videos that I've downloaded and saved before I upgraded and they play perfectly fine without any artefacting or problems.
I'm using both Windows 7 and Windows 10, both on separate SSDs, and the exact same problem persists across both OS's. I've also tried fully updating both of them to no avail (however it did fix a small AVI problem Win7 had with Vegas)
The problem is unlikely to do with any additional codec packs I may have stupidly installed in the past as the problem persisted even when I did a clean install of Windows 7 and attempted conversion the problem was exactly the same.
The only thing I've really noticed is that my CPU fans spin faster when it tries to convert and then go back to normal when it fails. I'm using an old Cooler Master Hyper TX3 Evo with an additional Arctic F9 attached. Even though it's not a great fan it still works fine for gaming.
I've also attached an example of what happens when I "successfully" convert a video into h264. It's just a snippet of old Dark Souls 2 footage I was using for sound effects a long time ago.

Asus Maximus VIII Hero Motherboard
Corsair 16gb DDR4 3000Mhz RAM
Intel i7-6700k CPU (has not yet been OC'd)
MSI Gtx 980 ti
Corsair RM850i PSU
Windows 7 + Windows 10

And for the record, I'm looking for a solution, not an alternative.

good deal on amazon working it out easy on a rma .. I guess if the replacement chip is doing the same you got to look else where like maybe the board ? [my ''last'' 3 asus were my last asus's ] funny thing was got another brands board [asrock/ gigabyte] pulled all the parts off the issues asus boards and slaped them right in and everything worked first boot stable .. them asus boards got to where you never knew what you had each time you fired them up each day ... [to the point of no enjoyment ] all ways something ...

and like I said above your board at newegg don't look like its reviewing too well ??

Did you do a clean install of Windows 10 or did you upgrade an existing Windows 7 installation?

Have you run a System File Check to determine if any of the OS files are corrupted? Run the following, as Administrator, in a Command Prompt window:

sfc /scannow
 


I did a clean install of Windows 7 on one of my SSDs, completely overrwriting the old install, and did a clean install of Windows 10 on a different and new SSD. I use the BIOS to choose which OS I want, rather than going through the hassle of setting up a dual boot.
I have also tried conversion and rendering with only a single OS drive plugged in (tried with both OS's) and it made no difference.
I have tried doing a system file check but the last time I tried it just caused the system to hang. I'll try again but I don't think anything will occur from it.
Edit: I was thinking of chkdsk. The normal sfc /scannow works fine.
System file check didn't find anything.
 
wel I googled this around some more today and don't see anyone reporting you issue [project just broke] do see the cpu load will do like you said with the cooler /fan witch maybe normal with that kinda load on the chip and you did say you only seen it go to like 70c or so ?? [I run my haswell up to 70-76c on cores and all's still well and good ]

now I wonder if theres something wrong with the chip [cpu] maybe defective cause seem guys with skylake show to be having good results ??

I just feel its funny it was all fine on your old build ? so really all that now comes into play is the chip or some compatibility issue with 10 then you got 7 also as a stand a lone on a separate drive and does the same ?? so with that is it now a hardware issue with the cpu ?? [ I guess you could get unlucky and get a bad chip just like any part ? ]

don't know how intel drivers would come in to play I guess there the latest ? then like I said about asus that board don't look to of reviewed well at like newegg something maybe up with that ?? [under 40% ?? ]

I haven't installed the new CPU fan yet because I've been busy but I have a gut feeling that the problem is to do with the CPU, especially since the load time for booting up Windows is actually slower than my old 2500k, as well as the fact that lots of other people are having various issues with the 6700k. The problems are that I don't know how to reliably test this out, and even though I bought it directly from Amazon I don't know how easy it would be to return it or get a replacement, especially since I've been using it for well over a month now.
 


You'll have to deal directly with Intel for any warranty issues. Intel has a 3 year warranty on retail CPUs.
 
when you go to change out the cooler may as well pull the chip to see if you may of got a bent pin as well -. it can be easy to do with intel ? all it takes is that one

I could se get another old drive and slap Linux on it and see ? I do think you got something else going on I wish I knew just what to tell you on that ? out side of things I said all above
 
Well I just put the CPU's details into the Intel warranty site and it claims my CPU is a LGA14C socket CPU. I didn't even know that was a socket existed. I don't know who's mistake it is because I DEFINITELY bought an LGA1151 CPU and the box it came in also has LGA1151 on it.
I'll probably have to fork out another £300 because I bought it over a month ago and I doubt Amazon will give me any kind of replacement or refund. Ugh. I'll also have a look at Intel's warranty stuff but I don't have much hope for it.
On a side note, the warranty site recognises the CPU's FPO number but not the ATPO number. Strange.
Edit: Intel's site lists the 6700k as a "FCLGA1151" socket. Now I'm confused.
 
hmmm.. I thought it was just the way intel coded it ?? but I tried to find something to show it means the same as 1151 and cant .. so went to intel and searched that there and heres the results

thing is like I try to say with skylake and windows 10 there sure a lot of funny business [like intel and Microsoft is working hand in hand on that ] - lots of hype and little truth or facts except for the fact they want you on 10 disabled thing so its not easy to run / install 7 - limited cpu choices - no xeon support on 100 series - coolers damaging the chips - like fully out with the old and in with what they feel you need or it don't work ..

I try to point a lot of these thing out before some one invests in skylake and they maybe better off doing a z97 haswell and skip skylake to wait and see how thing go or what comes next

after I looked past all the hype and cleared there smoke screen then got there wool pulled off my eyes I clearly seen with skylake i'll pass --

maybe you get a new chip and all will be honkey dory then it maybe no matter what you do your still in the same boat ? all you can do is try all you can and keep that good old ive bridge working as a back up [like you said you iknow it works ]

thing is it new and your the beta tester and why I give the hot new things a good yeat to see how it all plays out ?? at the moment the skylake seems to have some issues with things then add 10 on top of all that too boot?? wow!!

Well I sent an email to Amazon in the vain hope that they'd send a replacement and they did it without hassle. Quite unexpected. I'll be sure to check that I actually have the correct socket processor before I install it so I don't have to go through all this hassle again, and if all is well I'll mark this topic as solved.

I got my new CPU today and everything seems to be working as it should. Boot and load times are much faster and I can now encode and render without any problems at all. From what I undertand from this thread LGA14C doesn't actually have much or anything to do with the actual socket of the CPU, so I guess mine was just faulty.
Unfortunately because of the layout of the motherboard I can't install the Noctua NH-15, so I'll either have return it to Amazon or flog it on Ebay and look for an alternative. My current CPU cooler does work fine but I still think it needs upgrading.
Seeing as everything looks like it's fixed now I'm going to mark this thread as solved.
