H60 cooler giving same temps as the stock cooler

Hey guys
Just got a H60 cooler for my cpu, the thing that bugs me is that it gives me the same temps under load as the stock cpu cooler did.
This cant be right, right?
What can i have done wrong?
I mean, the thing goes from 40C to 70C just as i start the stress testing,
(Using HWmonitor, using Asus AI suite II it sais 53C)
I believe the cooler is tight enough to the cpu, and i've tried switching from intake to exhaust with the radiator fan.
The cpu is a I7-3770k
And how important is the backplate? Because I might have ripped of the plastic that covers the side that connects with the back of the motherboard.

1. Yes, before I mounted the waterblock the backplate could move, I know the temps are not awful but they are exactly the same as when I hade the stock cooler.
2. The screwes are thight enough, cant screw more and if I try press on the waterblock any more the mobos starts to bend. And yes i did use the thermal paste (it was already applied)
