Question half of available ram not being used?

i have four 4gb sticks of ram in my pc, and for about a week it all worked perfectly fine. i turn on my pc today and all of a sudden my memory usage will not go above 50%, and i'm having the same performance issues i had before i installed the ram. i reseated the ram, nothing changed. anything i can do or try to fix this?

usage goes from 40% while idle to 49% while path of exile is open

Update your post to include full system hardware specs and OS.

That said: If all was working and then stopped working then something, i.e., a RAM stick probably failed.

Methodically, work through various RAM stick configurations (per the Motherboard's manual) and the faulty RAM stick may be discovered.
