Question Half of memory in hardware reserve

Recently i ran into this problem where half of my memory is unusable because its in hardware reserve. Ive done some trouble shooting and found out its not a har ware issue. ive tried different dimm slots and the problem still occurs and ive tested each ram stick separately and they worked. For some reason when only one is in all of the ram is usable, but when both sticks are in one of them are not usable

Also, it looks loke my memory is running at half speed too, i have 2 x 8gb sticks

ddr stands for double data rate if u have a 1600 mhz ram it will show only 800mhz or below that
but it is running at 1600 mhz
and about u ram reserved by hard ware go to ur bios settings and look for a setting called intgreted graphics
go in there either disable it or below that there will be a option called memory shareing i dont rememebr increasing or decreasing it got my ram full potential
