Handbrake cpu limitations

I am using handbrake to encode my video files using H.265 10-bit and the encoder present at placebo using my 4790k, it encodes at 0.2fps average. Was wondering handdbrake's maximum thread limit or is there no limit? For instance I saw someone utlize handbrake and it used up 256 threads at 91%.
Can hanbrake also make use of a quad socket motherboard?
Finally I've seen somewhere on a forums where someone had said handbrake will have a quality loss in the video the more threads you use due to something about bframes, is this true?

I'm fairly new to handbrake and read up on it but I can't seem to find answers to these questions so I'll appricate the help!
 
My 3min video file - Video: HVC1 3840x2160 60fps 959098kbps [V: hevc rext, yuv420p10le, 3840x2160, 959098 kb/s] I used RF 0.
I tried to encode to my Samsung 850 Evo 250GB instead of my hard drive and its the same 0.2fps with my cpu usage at 100% still.
Then I instead used RF 51 settings on my SSD and it only increase to 1.3fps.
