handbrake not using all 8 threads when overclocking

Hey i have a little problem. i'm running my cpu at stock speeds at 4.0 ghz and when i use handbrake it uses all 8 threads and 100% of the cpu. when i overclock my cpu to anything higher handbrake will only use about 50% of my cpu. everything else i try, like aida64 uses all 8 threads even when overclocking. So is the problem with my overclock or with handbrake?

I have
Cpu intel i7 4790k
Mobo Asus Maximus VII Formula
2 SSDs in RAID 0
4 HDD
GPUs 2 Radeon HD 7950s
2x8 16gb of Corsair pro vengeance 2400mhz ram
PSU Corsair AX 860

If other applications show full use of all 8 cores and all cores show activity when monitored in HWinfo, then it's not the CPU, it's handbrake. It may also be the fact that your CPU actually only has four cores and four virtual cores, aka hyperthreading, and handbrake is only seeing the four actual cores so that's all it's reporting. It might actually be using them or it may not if it only sees the physical cores.
