Question HDD makes odd noise

Asked this before, but never really got a sound answer so I figured I'd ask again. Basically, my Seagate Barracuda makes this odd noise that's kinda like a click and a whirring sound. This was the only video I found that has the exact sound:

NOTE: It doesn't happen as frequently as in the video. I'll hear it happen once a few times a day. But there's something odd about it, too. If I click on the drive in Crystal Disk Info, I can get the sound to happen on command! 'only if the noise happened recently prior.' It also happens every time I turn the pc off.

Now, I thought maybe my HDD was failing so I went and bought a brand new one, and disconnected the old one. But this one is doing the same thing, and has been for months. I've been monitoring it's health and running tests 'Read tests, self tests etc' but no errors are showing up. Does anyone know what the problem is?

To be honest; I did accidentally bump into the PC once like a month ago and it did start making the sound rapidly for a few seconds, so maybe I damaged it? I don't know how cause it's screwed in and it wasn't a huge bump but, maybe?

To add; if it's failing I can live with that. I'm gonna save up for another SSD eventually and move on from HDDs, plus the data on there is unimportant. But it wouldn't cause a short circuit or anything, right? I read that, while rare, a failing drive can damage the PSU or motherboard.
