By "bespoke" I understand that to mean a system that cannot be changed - correct?
Generically, hand held inventory devices/scanners may be what you are looking for.
I.e, the forklift driver would use the hand held device to directly type in the necessary pallet identification process information copied directly from the paper.
Or maybe scan the paper directly. Also possible. Many available devices and options there.
Then that information could be wirelessly transmitted to the host/bespoken system. Versus someone else taking the paper and doing the data entry on a terminal somewhere else.
Much more needs to be known but there will always be a need for someone to manually enter in the hardcopy/"written on paper" data into the system.
Unless, there is someway to capture that data electronically before it is physically written out or printed on the paper attached to the pallet.
If the latter then all that would be needed is a barcode scan on the pallet. Then any references to that particular barcode would bring up the stored data associated with the pallet.
Key is to truly understand the required work flows and data flows. How does, for example, the identification process come to be written on paper to begin with and not keyed in beforehand as a starting point?
All of that will involve the need for changes.
And there will be trade-offs. Do you really want the forklift operators tasked with data entry versus focusing on safely operating the forklifts?
What about potential data entry errors on the operators part through omission or commission? What happens then?

Overall though, probably work for a professional warehouse and/or inventory management team.
Especially if there are hard constraints - some part of the overall system that, for what ever reasons, cannot be changed.
