Handoffs to Other Carriers During Calls

Question regarding roaming charges:

If a call begins while on the Sprint PCS network, and the user travels
beyond the tower's coverage area, and Sprint hands the call of to another
carrier while that call is still in progress, does Sprint charge a roaming
fee for the time that the call was being handled by the other carrier?

If they do, how in the world can one manage roaming charges? It is
impractical to keep checking the phone display while driving. I've been
told that you can set your phone not to roam off the Sprint network, but
that would mean dropped calls in cases like the one I've described.
