if you pay attention, the OP is using an SSD as their boot drive. The HDD just has games and other random files.
I have SSD as boot drive with HDD on the side for games and I don't experience these issues in W10.
And I have Superfetch and whatnot enabled.
So either it's a continued issue with this specific HDD that the OP got 3 replacements for, an issue with the motherboard hardware/BIOS and controller, or an issue with the OP's Windows installation.
Best case scenario is it's Windows and the OP just needs to do a fresh install.
Medium case scenario is that the OP just needs to get a different model HDD like the barracuda or a WD Blue drive.
Worst case scenario it's something to do with the motherboard.

Did you try the HDD in different SATA port?
Can you also see what's the write and read speeds in task manager for that HDD. If it's high, then something is going on there.
