Hard Disk Disk Usage 100% active time

I have an old pc built with GIGABYTE ga-h61m-ds2 and 8gb of ram, I have 1 SSD ( For OS) and 1 HDD to store my games, apparently my HDD Likes to spike active time to 100% and cause any activity im doing in my hdd to not respond, It is a new HDD, i already exchanged the hdd 3rd time and it still has the same problem, Disk health is always showing 100%

if it's not the SATA port on the motherboard (which is why you were suggested to try different ports) then it's just bad luck getting bad HDD repeatedly with that model.
I have barracuda and have never had issues with it.
I've also had all the different WD's and they are good as well.

But don't go getting another HDD until you verify that it isn't the SATA port on the motherboard.

It is since i first boot up until i open programs. and yes it spikes randomly
 




1Terabyte HDD barracuda compute, from the seagate service center itself, it's brand new. It is ST1000DM010
 


Windows 10 is HDD intensive.

There are bunch of programs that keep the HDD busy in windows 10 and there's nothing much you can do about it.
As xSimply1337x mentioned you have to go to services and disable Superfetch. Apart from superfetch you also have to disable search indexing. There are other programs like Windows defender, updater and other stuff which strain HDD, but there's no way to disable them.

Once you have disabled all these, if still the disk usage is at constant 100%, then you need to see which application is using disk in the Task Manager.

100% disk usage doesn't mean it's functioning at its maximum speed. It's just that the HDD controller is fully used.

I also used HDD and was furious with dismal performance, The windows 7 handles HDD beautifully. I bought a cheap 120GB SSD and have never been happier. Windows 10 was designed with SSD's in mind, I guess. With SSD Win10 starts behaving with Win7's fluidity.
 
if you pay attention, the OP is using an SSD as their boot drive. The HDD just has games and other random files.
I have SSD as boot drive with HDD on the side for games and I don't experience these issues in W10.
And I have Superfetch and whatnot enabled.
So either it's a continued issue with this specific HDD that the OP got 3 replacements for, an issue with the motherboard hardware/BIOS and controller, or an issue with the OP's Windows installation.

Best case scenario is it's Windows and the OP just needs to do a fresh install.
Medium case scenario is that the OP just needs to get a different model HDD like the barracuda or a WD Blue drive.
Worst case scenario it's something to do with the motherboard.

Did you try the HDD in different SATA port?
Can you also see what's the write and read speeds in task manager for that HDD. If it's high, then something is going on there.

Well, if i see from resource monitor it is anything that has to do with the drive, example if i'm moving a file from D: To C:, the active time will be 100% and It will not respond.

And btw, for the best case, I did install a fresh windows just like yesterday after i exchanged my hdd to be sure.
for the medium case i don't know about that
and for the third case, I probably suspect that too.
