Question Hard Disk Not Detected

i just bought a motherboard, it detects my ssd, but it won't detect my hdd. I try to reset the bios but it won't work. I try to change the cable it won't work.

specs : Asrock N68-S3 UCC
AMD Athlon X2 250
2x2GB DDR3 800Mhz
Onboard GPU
Seagate 250gb sata hdd
Kingston ssd 120gb sata
450w psu

What model PSU?
Is it modular?
Are you using original modular cables from this PSU?

If you're using wrong modular cables (from a different model PSU), that can damage/kill hardware connected.

nope, im using an old silver psu and i bought it from my uncle but he rarely use this psu
