Hard drive cache is almost 100% in use

I have been noticing that my pc is running a little slugish and it really should not be with everything i have in it but when i check my task manager my hard drive is almost always 100% in use like around the 70s and 80s

My specs are as followed
Cpu: amd 6350 OCed to 4.1 ghz
Gpu: asus 970 strix
Ram: gskills ripjaws 12gb at 1300
hdd: wd blue 1tb
os: windows 8.1

What could be causing this issue cause it is really annoying that things take more that 10 seconds to load it use to take like 2 or 3 to open a game or Google chrome now it takes like 10 to 15 seconds I know it is not a virus as i run norton full system scan once a week and i don't use my pc for anything that would normally give you a virus so that is not the answer

have you performed an Error check on the HDD?

also check the SMART of the HDD for signs of issues. Use a software called Speccy which will display the SMART under the HDD section.

If you click on "Launch Resource Monitor" in Task manager, you'll get another app which will let you see which programs/processes are using the hard drive.

so i checked the SMART and its says everything is good. For some reason i cannot error check the drive i click to error check and absolutely nothing happens i have no clue why and finally i know what is using my hard drive its the system which is a problem i constantly have with windows 8.1 but i cannot find a solution someone once told me that it meant my system is constantly throwing up errors but i have no clue how to check that so if that could be it how do i check

Try booting into Safe Mode and see if you check the drive for Errors that way
