Hard Drive starting to act slower?

So recently I've been noticing that my hard drive has become slower when it comes to transfer rates, which doesn't make sense to me since I bought this drive a year ago off of amazon. I ran seatools SMART tool and it came as a pass, and I can access certain parts of the drive. But when I go to copy some videos from one place to another, It'll slow down to a crawl, is it possible that it could be the sata cable, even though it's connected just fine, or a bad partition since it's just one and I use it for dropbox syncing, downloads, and rarely gaming. personally I would use Western Digital Diagnostics on a WD drive.

bootable CD or WD data lifeguard 4 windows (both found on Hirens Boot CD)

Full scan test not just short or smart test

Then run chkdsk
then see if partitions are nearly full

How much ram have you got?
and have the number of programs running in the background increased?

I'll check those when I get the chance, I have 16 gigs of ram, and I didn't, it's the same amount of programs I have running way before I had issues. I'm starting to think they are bad sectors.
