Hard drive usage 100% no matter what?

Hello everyone how are you, recently I upgraded my motherboard and gpu and after I installed them I was excited to play some great games at 1440p however I noticed my hard drive was at 100% usage and I changed my hard drive to another, changed my psu, and even installed a different operating system, windows 7. It's do infuriating! Programs and games are very slow and there's so much lag, I noticed one of my sticks of 8gb ram died, could that be it? I disabled prefetch and all that but it's always 100% no matter what!!!!! Please help me!

try disabling shadow copy in services.

did it work mate?.
it was a bit of a guess.
heard theres some issue with m.s update and shadowcopy when i found my installer taking longer than it should.
looks like it might be causing this issue 2.?

Nope, 🙁 turns out its a CPU issue, I have an i7 4790k and its capped at 800mhz, must be defective or somethin, was brand new!
