Did you use both slots of ram individually on the motherboard to rule out a faulty stick/slot?

Seeing how the issue crops up only and only when you boot to the Windows OS, I'd assume that the issue is with a corrupt OS. In your laptop's BIOS, provided you're on the latest version, can you make sure you're in UEFI mode and that the primary boot device is Windows Boot Manager? You will need to fabricate your bootable USB installer for Windows 10(assuming you're working with Windows 10) using Windows Media Creation Tools and reinstall the OS. Please be warned that since you can't access the Windows installation on the drive and you need the laptop up and running, your going to loose whatever's on the drive.
