So I have 8GB memory 3.97 usable and 4GB Reserved for hardware. What ever ammount of memory I put in my PC it reserves half for hardware. I have tried alot of windows settings and reinstalled windows and updated BIOS. Cant seem to figure it out. Please help. Is it a hardware or software issue.

Is both of your sticks the same series and or same specs? if not that's probably the reason your having the trouble. If not you may get them to play nicely if you have each stick on a different channel. try that and see what you get. That may help. If not you may have to set your ram to the slowest timings of the two sticks. That is about the only way to get them to work together.
I have re-seated the ram multiple times and even put in new ram and whatever amount is put in it cuts it in half. Im with you I think it is a hardware issue but dont know if its the Motherboard or my CPU. Whats your thought?

Possibly a bad motherboard memory socket?

Yea I also thought it was a bad socket. It seems weird that it sees all 8GB in bios and when I put in new ram it sees all. I have 4 slots with only 2 sticks of ram. If I put them in the other two slots I still have the same result.

At this point I would contact the motherboard manufacturer. Keep your explanation SIMPLE and CONCISE.
