Question Hardware to go with MSI GeForce RTX 2070 Super Gaming X Trio

Greetings!
I built my pc like 4-5 years ago which is atm
GPU: GTX 970 ASUS STRIX.
CPU: Intel Core i5- 4590 3.3 GHz.
MB: ASUS H-81 Plus.
2x8 GB RAM DDR3.
1 TB HDD.
240 GB SSD.
Power supply: Thermaltake 700W model: LP700AL2NH.
Monitor: Acer P225HQ.
Case: T hermaltake commander ms-1.

I wanted to upgrade my cpu firs but turns out I needed to change a lot of things mb rams etc so I ordered a GPU first but I am aware this cpu will cause bottleneck with this gpu which will make it almost waste in so many situations.
So I am thinking to upgrade my others parts aswell but cant decide what should I go after if it is possible to upgrade my cpu and motherboard which can go with me even if I decide to upgrade my GPU 4-5 years later that would be great but I also spent lots of money on GPU and some other things so I really would like to get some suggestions for medium and high budget to compare if possible. And I am especially ignorant about coolers so a word about them would be also great.

I was also doing some research and I was thinking about AMD Ryzen™5 3600X and Asus Rox Strix B-450F Gaming I would like to get an opinion about that aswell since I never used AMD CPU before
 
So do you think my power supply can't handle the system?
Also which one of the x570 board you are suggesting cheapest one looks like msi mpg x570 but it says 1886 mhz which sound really low. What do you think about Asus TUF Gaming X570-PLUS AMD X570 4400MHz DDR4?

CPU: Ryzen 5 3600x or 3600
MB: Asus TUF Gaming X570-PLUS AMD X570 4400MHz DDR4
Ram:Corsair Vengeance LPX 16GB 3000MHz DDR4 Ram
1 TB HDD.
240 GB SSD.
Power supply: Thermaltake 700W model: LP700AL2NH or something if I really need to replace it.
Monitor: Acer P225HQ.
Case: Thermaltake commander ms-1.
