Haswell i7 vs Coffeelake i7 8700k?

Hello
My current rig is:
gtx 980 4gb
i5 4460
1x8gb 1600mhz ram

I've come to conclude that my 4460 is bottlenecking my 980, and it really infuriated me when I'm playing watch dogs 2 with an average of 30fps / 100% cpu usage, ~40% gpu usage.

I've been thinking whether it's worth it to upgrade to an i7 8700k with new board and ram (obviously) or just get a haswell i7. I want to have a solid 144fps in my games, regardless of graphical settings, especially in competitive ones. But, I cannot achieve that since my 4460 is bottlenecking my 980 and I can't reach a max of 120fps even on lowest settings (rainbow six siege for example). I can manage the bucks for coffeelake, but I just need to know if it's worth my hard earned money. Thanks.

If everything else is in order, 4770k should be able to do that fine.
Logically, your 4460 is holding back the 980's full potential and thats why those games are struggling.

Edit: 16gb RAM is highly recommended.
Running only 1 RAM stick cuts your memory bandwidth in half as well...(would not buy any more since contemplating upgrading to a DDR4 rig, but, maybe you can borrow another 8 GB stick to test the impact)

(Certainly a new 8700K-based rig will have you sitting pretty for maximum potential when you need to upgrade GPUs as well...; as the gtx980 is a few years old and performing about like a GTX1060, that won't be long either...)

I want my rig to be future proof in case I want to up my gpu. With 8700k, I can simply slap a new gpu in my rig. And yeah, my 980 is barely getting 60fps on high-ultra on new titles (mass effect andromeda, etc..) Honestly, all of this headache adds up making me resign from pc gaming and just get a console :/

Will the 4770k do well @144hz for a couple of more years? I don't want to make the same mistake again.
