Have 8gb of RAM but only 3.8 is available

I have tried everything. I upgraded to a 64-bit copy of Windows 7. Replaced the RAM and the Motherboard (all of which work with over 4gb), among other things I've read on threads here, and I still haven't had this problem fixed. I've been having this trouble for a week. Whenever I look at the properties on my computer and when I look at my resource monitor only 3.98 of my RAM is available and the rest is Hardware reserved.

These are brand new sticks so I don't think it would be busted. But I'll exchange them for new ones soon just in case.
 


You'd be surprised. DRAM ICs don't break easily, so if they're good when they're purchased they'll usually stay good for many years. However, a few lemons can get past QA.

What's the make and model of the memory that you have installed (specific part number please)?

Okay. Test them one at a time. If one doesn't boot, it's faulty. If they both boot independently, try and find a slot (or pair of slots) that one of them wont work in.
