Have a new system built now or wait for Windows 10?

I want to move on soon from my old Vista computer because I now want to edit Blu-ray videos, probably with Adobe Premiere elements 13 or its successor. I will ask the system questions with another post. I can wait for fall if y'all think it is best to wait for Windows 10.

What is your advice about whether I can/should go ahead now and get a system, then upgrade it, vs. waiting? Once I "move in," I will prefer to not have to reinstall the OS from scratch, but would hope to migrate with my software and data in place.

Even as I ask the question I know that such migrations are usually not a good idea, but the playing field seems to be changing with Windows 8 and 10.

Well If it was me I would wait either way because Intel is releasing a new processor also. But if you wait till Win 10 and Intel bot are out the older intel and MS 8.1's will be cheaper and you still get Windows 10 for free or you can pay more and get the fresh OEM Win 10 install on the new Intel Processor.
Okay, so get a new pc now if that's what you plan on and just get windows 7/8/8.1. Reason being is because you will not need to do a clean install of windows when windows 10 comes out. It will be a free upgrade for all windows 7 and later users.

Thank you orlbuckeye, good advice. I'll spend a little time thinking over that. Even if I take videos I want to edit later, I'll be able to use my laptop to put them unedited on BD disks so we can play them on the big TV.
