To begin with i am sorry but i dont know where to post this but please if anyone can help suggest me a solution. All right here is the problem: went to bios settings and i didnt change anything but before exiting i pressed change to optimal defaults and after that my computer starts, the monitor shows the starting black picture with a dash on top left corner but it does not blinking. After that it shows a message which says something about that the system only works with hard drive and the rest i cant read them cause it is only shown for a second. Then it says launch windows repair system or start windows normally(i've tried windows repair but nothing happened,it said to contact with experts) so when i press start windows normally, windows are starting with these four different colored balls going to the center in order to form the windows logo but before they form it, a blue screen of death comes up for one second and the computer restarts.I know i ask alot but i really need your help!+ i cant change my device boot priority and when im in bios in the boot tab the first booting device is the cd/dvd-rom and then the hard drive but it wont change

Solution
Start in Safe Mode, disable "automatic restart on error" and then you will be able to post the blue screen code, so we can determine the problem (which normally should be the hard drive or a driver fail). To disable this, start in safe mode (F8), right click on my computer, properties, advanced settings, start and recovery and un check "restart automatically".
Then tell about your blue screen code.

ok, the blue screen says: a problem has been detected and windows has been shut down to prevent damage to your computer. if this is the first time you've seen this stop error screen restart yout computer. If this screen appears again, follow these steps: Check for viruses on your computer.Remove any newly installed hard drives or hard drive controllers.Check your hard drive to make sure it is properly configers and terminated. Run CHKDSK /F to check for hard drive corruption, and then restart your computer. Technical information: ***STOP: 0x0000007B (0xFFFFF880009A9928,0xFFFFFFFFC0000034,0x0000000000000000,0x0000000000000000) + i cant start in safe mode the same thing happens 1st it loads some files and then the blue screen and the computer restarts

Ok all fixed! The problem was that my bios settings didnt recognize my hard drive so i went to bios Advanced tab>driver configuration>configure sata> legacy and right beneath of the sata configeration setting i switched it to ide. Thanks again!
